Beagle Rescued From Puppy Mill Finds Parents To Help Him Recover

Howie was rescued from a puppy mill and he was born without the ability to walk. Now he has a foster family who got him a wheelchair so that he can move on his own. He’s in water therapy so that one day he will walk again and he couldn’t be any happier.
